iCloud Drive and Photos App
Can iCloud Drive be set just to save photos and videos from the Photos App and nothing else?

There isn't a way to automatically restrict what is loaded into iCloud Drive. You can control that by what files you drag into into iCloud Drive.
You can sync the Photos app to Photos in iCloud. That way you don't have to export the photos and drag them into iCloud Drive.
