Is there a way to receive calls on another iPhone that’s logged into the same iCloud but different phone numbers without having access to one of the iphones ? (The screen isn’t working to go to the settings to allow nearby calls)

You can try contacting your carrier to see if they will setup call forwarding for you. However, there is no way to do it from the phone that doesn't work. I'm guessing you want to receive calls from the phone that the screen doesn't work on the one that does. There is no way for you to setup calls on other devices from the phone you wish to receive on though.
