In order to repurpose an older iPad, when it's been replaced with a newer model, isn't the internet connection terminated by registering and using the newer model?
If that's the case, how does one re-use the older model for things such as a "reader," or music place-holder or something else?
Could it be used for navigation, with maps downloaded? Would it's internal GPS still work?

Correct, but it would still work normally on Wifi, or using the new iPad's Personal Hotspot feature.
Or you could just get the old iPad another cellular plan if you absolutely need to have cellular data access on the old iPad.
Like MichelPM, I have older iPads. I have an iPad 3rd generation and an iPad Air 2. Both still work for internet connectivity, using apps, music, books and more. Registering anew iPad has nothing to do with how your older iPads work.
Not to speak for LotusPilot, but yes, the iPad will continue to work for cellular and GPS but you still have to have a data plan with your wireless carrier for the cellular data to work.
For info and to clarify...
GPS functionality on iPad is integral to the Cellular chipset on Cellular models - but GPS functions are totally independent of any Cellular carrier plan whether used/unused/active/inactive or otherwise.
Anyone that needs direct GPS positioning must purchase a Cellular model - but there is no requirement to use the Cellular features.
If you have an iPad with cellular capability and choose to use cellular then, yes, the internet connection on the old one could be shut off. I'm not sure about the GPS part.

So. LotusPilot, when an older iPad is replaced with a newer one, and the newer one is activated at the Apple Store with a cellular number, the older iPad, which was also cellular, would continue to work with both cellular connectivity and GPS?
I have a new and old iPads and all of them are still working as they should.
What is your older iPad issue/s?

So, if the data plan was transferred to the new iPad, the older iPad would no longer function on its transferred cellular plan.
