I’m unclear why Apple would compensate victims of support scams. That would appear ripe for abuse.

Credit card entities do allow charges to be contested, but details and requirements there do vary.

Apple Cash is closer to cash, and completed cash transactions are not something Apple openly offers a way to reverse. The transactions work like cash.

Which means a trip through the legal system, whether a judgement from a court, or otherwise, as locally appropriate.

I want to add

You cannot be refunded if you are scammed. You must report it to the police and report it here - Get Support. If you are scammed on social media (Facebook/Instagram, etc..) you need to report it to them also.
