i brought a iphone 8 and its locked activation locked

Did you buy this new from Apple or an authorized reseller? or used from a third party.
If used, the original (authorized) user has locked the device and will have to deactivate the lock before the phone can be used again.
Bear in mind that the person you bought it off might not be the original owner, and that you may have been cheated - the phone might have been lost or stolen and the original owner locked it for security. There's no way to recover that if it's the case.
In either case your recourse is to go back to where you bought it from and hope they can unlock it for you.
