How do I access and see what I have on iCloud? How do I transfer a large amount of photos from one iPhone to another?

The best way to access iCloud.com is to sign in to iCloud.com on a computer. For two-phone syncing, on each phone, go Settings > Apple ID/Name > and enable Photos. If given the choice, do not elect to optimize storage. The sync will go both ways. The photos on each will also end up on the other.
