iMessage not working when on phone call and wifi

On my previous iPhones I was able to iMessage people during a phone call and connected to WiFi. I just got the Xs max and I cannot do it anymore. If I’m in a phone call it will not let me iMessage anyone even though I’m connected to WiFi. Once I hang up I start receiving my iMessages and can send. I’ve turned off and on my iMessage I’ve also reset my phone but still not working. Anyone with this problem. Any solutions? It was working fine on my iPhone 8 then I got my xs max and that’s when it started, I sent my phone to apple for repair and switched to iPhone 8 Plus I also have and wasn’t working on that one either, when I got my xs max from apple back, it wouldn’t work either.
