How to delete iCloud Drive from iPhone storage? It is taking too much space

I downloaded some files from Safari and it went to my Files App. When I tried to delete it from 'downloads' it was nowhere to be found. I thought I have already deleted it. But when I checked my iPhone storage, it was still there. It is taking up my storage. There were no options if I could delete it. I also tried checking it in my iCloud drive, it can't be found in there. Help, I would like to permanently delete it. Thank you!
