Keychain passwords saved on iPad Air2 won’t sync with iPhone 7, both with 13.3.1 updates

Hello, I’m really having trouble getting my keychain passwords on my iPad syncing with my phone. I’ve tried the steps on the support page, but I must be missing something. Both devices have keychain toggled ‘on’ and safari is not set to private searching.

Please, is someone able to help me?
