Apple won't send you an email/text telling you your account is disabled/restricted or will be disabled/restricted. You will find out the next time you try to log in somewhere.
Yes, someone is trying to scam her. Apple does not send such emails.
Did you she provide any potentially damaging information to anyone? If yes, she'll need to follow up, for example, with a credit card company, Apple, your bank, etc.
