Deleted iPhone after checking to make sure I had a backup to restore Instagram messages that accidentally got deleted. Tried to restore and iCloud stating no backup available. Any suggestions?

What isn't allowing you to sign into your icloud account.
ON your device did you actually go to settings -your name - icloud - scroll down to icloud backup - to ensure there was a back up prior to erasing it?
It was an automatic backup to iCloud from iPhone. Yes those are the steps taken and before erased phone confirmed there was a back up on iCloud and iCloud.com shows a back up but when trying to restore states no backup and is not allowing me to sign in to my iCloud account
