I have an @icloud.com email address that I use on my iphoe.
I would like my wife to also use the same address on her iPhone. Can she just add the @iclioud.com account to her email on her iPhone -= so that she and I can see and send emails using the same address using apple mail on her iPhone and from apple mail on my iPhone. We have separate apple ids.

Thanks for that info and for choosing the Apple Support Communities. If I understand correctly, you would like to have your wife have access to your iCloud email. To do this, she should be able to setup the iCloud account in Settings > Passwords & Accounts and here are some Apple resources to help with this:

You and she would have to use the same Apple ID. Doing so is not a great idea. Apple ID's are not meant to be shared. And, many who do so end up regretting it.
This page shows how to add a second iCloud account to your wife's phone - their example uses Calendars but you would choose to do it for email.
