Apple Pay in the App Store?

Hi! I'm just got my new MBAir last week. I was able to purchase a couple of things in the App Store with my Apple Pay card. I am trying to purchase a app and it's not on my profile info. I do NOT know the #...The app wasn't able to go through with the purchase. I was able to use the Touch ID but it didn't have it available this time.

How do I get this pls?

PS. I did go to the prompt for the Apple TV that I was told by Apple, I'd get a one yr free sub. It didn't go through...it didn't have the prompts for a free purchase.
