If Photos should complain, that iCloud is only available for the System Photo Library, you have first to make your Photos Library your System Photos Library in Photos > Preferences > General: Use as System Photo Library.

thank you for the advice. it works. my next question:
I have about 12k pictures and I choose the option in the preference as "download origin to this Mac" setting.
It seems to take for ever to make small progress and I have been doing it since last night (with the power connected to my Mac and only 1700 pictures downloaded.
is this normal? how much time do I need to complete the download of 12k pictures into my Mac Photo?

It is very normal for syncing a large number of photos to take quite a long time. I can't say exactly how long is too long, it depends. I feel confident that you have, but be sure you have enough storage to complete the task.
