facetime not working over cellular/ Facetime not listed in app list for cellular

Facetime ist not working over cellular. Tried to allow to use cellular data, but Facetime is not listed in the app list, so i cannot switch it on or off.

I tried to restore network settings but not worked. Telekom allows using Facetime over cellular.

Do anyone have an idea?

IOS 13.3.1

Your phone carrier needs to support that, so call them and look at this link If you can't make a FaceTime call on your iPhone, iPad, or iPod touch - Apple Support
