Cannot Attach Photos to Text Message - iPhone11

I have lost the ability to attach photo to my text messages, unless I take the photo from the camera icon in the text message app. If I try to manually select one from the Photos shortcut inside the messages app or from out side of the messages app in the photo album directly, a little circle comes up like it's trying to download or upload and it never goes away.

What's wrong?
