apple business manager cant purchase apps

I understand this is the intended function with a managed apple ID but then how do you get apps on devices if you cannot used a managed apple ID to install apps?

Apple IDs created in Apple Business Manager and from Federation are NOT able to download applications and use some of the functionalities. https://support.apple.com/en-ca/guide/apple-business-manager/apdc05ff3a4b/web


However they should be able to download application from VPP apps added to your MDM solution.

Your question is quite broad and could encompass many relevant solutions. Mobile device management (MDM) is SAAS that mid to large size enterprises typically employ to have control over all mobile devices deployed in the field, regardless of OS or form factor (phone, tablet, etc...). The advantage is that MDM is installed and enforces rules in settings, such as the ability to turn the password on or off, and it also is used to “push” Pitt applications to your end users whether that be updates to apps from the native App Store, but you wish to test further prior to release OR if that involves pushing out custom enterprise apps to each mobile device. MDM enforces rules, pushes out installations & uodates, remote wipes, and is the master security profile on each device.

I would need to research further, but there is a also a similar methodology that Apple provides large enterprise customers whereby the actual MAC ID of the hardware is associated with a profile and these IOS devices come straight from their fulfillment centers pre-loaded from Apple.
