It hasn't been. This is a different issue; it's accounts that sometimes get disabled there, not devices.

You are welcome. If you read the article Niel posted, in the 'Remove your passcode', it says you need a computer, and step 3 has you connect to iTunes (pre Catalina) or Finder (Catalina). The error message you get on the device is to connect to iTunes.
Restore is the only solution
