Check the size of the Install macOS Catalina.app it should be 8.17GBs. If it is not this size then it may not have downloaded properly, you will need to move it to the Trash, empty the Trash. Connect your mac to your router via a cabled connection rather than WiFi. Restart your mac, open the App Store at the Catalina page and download again, do not use the mac while it is downloading, if other devices share the same internet connection do not use them either.

A Few Thoughts:

  • Create a New Administrator:

Using Users & Groups, in System Preferences, create a new administrator. See if it now works. If so, it is something configured in your current user.

  • Use Another Network Connection:

Perhaps something has gotten in the way? I would try either another network or - use a local (AKA Hardwired) connection, connecting your Mac, directly into your router.

  • Rid of Security Software:

If you have Security Software installed --- uninstall it. Use an uninstaller from the developer's site. If you just drag it into the trash, caches will reside on your Mac. So, download and uninstall it with the uninstaller. Security Software's settings are getting in the way, most likely USB port inaccessibility settings.

From your screenshot you still have the message about changing the default shell to zsh, it gives you a command to do so, but it seems you have not done so, could you try that to see if it makes a difference.

Go back and rename your USB MyVolume and when you are ready copy and paste this command followed by pressing Return.

sudo /Applications/Install\ macOS\ Catalina.app/Contents/Resources/createinstallmedia --volume /Volumes/MyVolume
