Hello,

I bought iPad from a friend in South Africa. I'm living in Tanzania. On the way when it was coming from South Africa someone logged in with his apple Id and Password. When it reached to me I tried to open it and it is always telling me to log in with the apple ID and password that were used to set up this iPad. I don't have a communication with the one who logged in with this apple id. Help me please. I'm from Tanzania

You will need to contact the previous owner to have them log out of iCloud or go to https://www.icloud.com/find/ My Phone and erase the device, then remove it from their account. If you can’t do that, the device is useless.

See these Apple documents.

Note that Apple usually won’t unlock a phone without seeing its serial number on your purchase receipt. You may be able to take the receipt and the phone the to the genius bar (make an appointment https://www.apple.com/retail/geniusbar/) of a brick and mortar Apple Store for help in removing the lock.
