How do you securely empty trash in OS X Catalina?

Several places online say to hold down the command key while clicking on the trash to securely delete, but that is not working for me. I've tried holding the key before and after clicking on the trash can. I've tried holding it while pulling down on the file menu in Finder. It still says "Empty Trash."

Seems to me this used to work. What am I missing?
