I want to improve the security method of Apple ID, but I can’t activate two-factor authentication

I want to improve the security method of Apple ID, but I can’t activate two-factor authentication. I constantly get the inscription - "At a given moment, two-factor authentication is not available for your Apple ID." How can I fix this problem? What could be wrong with my Apple ID?

I have read a couple of previous posts that indicated 2 Factor Authentication can't be enabled on some accounts. I suggest you contact Apple ID Support to see if they can help.
