Apple TV blinking.error code 4013
Apple TV is blinking white light.not starting.display on tv iss support.apple.com/appletv/restore...says error code 4013..tried different port too.

Your post indicates that you have an Apple TV HD (4th generation). This Apple TV model has a USB-C port on the back of Apple TV. You will need to connect your Apple TV to a Macintosh or Windows PC (running iTunes) with a USB lead and restore your Apple TV to factory settings.
