how to reinstall El Capitan when macOS Recovery fails and installed OS will no longer boot-up? Want to Use a boot-up via USB but not sure how to go about doing that. System is stuck at "Reinstall El Capitan" but will fail every time. Any help or guidance will be greatly appreciated. Laptop in a Mid 2009 machine.

How to create a bootable installer for macOS - Apple Support

You'll need to use another Mac that's capable of El Capitan to download it.
