So recently I’ve been trying to download free apps on my iPhone XSMax. It tells me that “Verification is Required”. I have no debit cards or credit cards saved to my phone. I’ve suspended ALL subscriptions thinking this was going to help like online has said. But it hasn’t. I’m still having this problem & I feel like factory resetting my phone might help BUT I don’t wanna loose anything on my phone.

You need to have a card on file even to download free apps, some free apps have in app purchases, and premium app update such as no adds.
So register a card and it may solve your issue...after downloading you may be able to remove your card...Change, add, or remove Apple ID payment methods - Apple Support
