Tether working with IP6 only, can't get IP4 to work

I am having issues with tethering an iPhone. I have tried on both a iPhone 6 plus and iPhone 7 on iOS 13 with identical results. On an iPhone 5 with iOS 10 does not have the issue (but not the solution as it is not my phone). The issue is looking at being related the the iOS from my feeling at the moment.


The issue:

I am only able to get an IPv6 connection, not IPv4. Both is good but my issue being that I need IPv4 at the moment to work remotely. I have tried both USB and WiFi tether with exactly the same results. Connecting with copper to local AP, everything works so it is definitely related to the tethering connection.


My testing:

No tether -> can ping IPv4 and IPv6.

Tethered -> can ping IPv6 but not IPv4 (does not even resolve a DNS address but also a direct IP address also does not work)


Searching the issue has been a problem as I get lots of hits but not on my issue.

So I have it working. I could determine that I was not get a DHCP address on the IPv4 network, only IPv6. I did try and set a static IP without luck as I could not find the IP address of the iPhone. If anyone can help on this, that would be of interest in the future (this is not the WiFi IP but the public IP of the phone that I am interested in).


I am on the Telstra Australia network and had the APN to telstra.wap. Changing to telstra.extranet is working. This would not be a solution for most people but I have the ability for this APN on my SIM. I will try telstra.intranet when I get a chance which would be available. I know many of the APN uses but not specifically the telstra.wap. Still confused why it did not work and why the older iOS did work (but maybe should check the APN on that first).
