How do I change the ruler scale to English?

You've posted this question in the AppleWorks community, where the topic of discussion (which there' not much of these days) is Apple's long discontinued productivity application, AppleWorks, an application which can't be launched in any version of "macOS".
I suspect you are asking about the ruler in Numbers, and will request this discussion be transferred there.
The units on the ruler are determined in Numbers Preferences. The appearance will likely be similar to the image below, but not the same, as this is from an older version of Numbers than you will be using.
Numbers menu > Preferences > Ruler
