Hey, Rich!
I see that you're using an iPhone 8 with iOS 13.3.1 and an iMac with macOS Mojave 10.14.6. When you connect the iPhone to the Mac, I understand you're prompted to update the software. I'm happy to help!
In macOS Catalina, sync management switched from iTunes (which is now called Music in Catalina) to Finder. When attempting to sync an iOS 13 device with a Mac that is not running Catalina, you may see a prompt advising you a software update is needed.
Though updating to Catalina may be an option for you, it's not necessary. The update request you're receiving is for software that will tell your Mac to use iTunes to sync with your iOS 13 device, not Finder: If you see "Software update is required to connect to your iOS device" on your iPhone, iPad, or iPod touch - Apple Support.
Cheers!
