Navy federal credit union app Face ID issue on iPhone XS Max

I have 2 iPhones. One is iPhone X and the other one is Xs Max.

both of the phone has Navy Federal credit union app installed from the App Store. On the X in “setting” under the app shows all kinds of allowed access as shown below. However in the Xs Max only shows notifications, Siri, and data.

how do I get same access on the ax’s Max as I do on the X.
