Deleted apps are not anywhere is your storage. The little cloud icon in the App Store just means you've downloaded them before.

Sign out of the App Store and sign back in. Go to Settings>iTunes & App Stores and tap on your Apple ID at the top. Select "Sign out". Restart your phone and sign back in again.

They seem to be corrupted, have you tried to delete them?

Well, my first idea is to restart the device, it probably wont work but its worth a try...

ok then, could you connect your phone to iTunes and make a backup. (This is important)
