Highlighting in iPad Notes

If highlighting isn’t a feature of Notes or isn’t possible, then why is the highlighting toolbar in the Notes app?

Those aren’t for highlighting, they are for drawing: https://support.apple.com/guide/ipad/draw-or-use-handwriting-ipada87a6078/ipados
