I have been trying to verify my cards (which previously worked a week ago.) I am getting the same error non-stop. Do I have to be on the latest version of IOS to add a card to my wallet???

If you're using a Wi-Fi connection, try a different network, or cellular data. Try to avoid a captive Wi-Fi network where you have to sign in on a webpage to use it. Such as a coffee shop, hotel or airport.
