The iPad 4th gen is a 7-1/2-year old iPad.
If it is damaged, there will be no trade-in value for it and will be too costly to repair, given its age.
Just forget this iPad, now, and give it to an Apple Store to recycle it!

That is $100 OFF Apple’s own retail price!
The 2019, 10.2 inch screen, 7th gen iPads have a 1/2 inch larger screen, have much faster processors, AT LEAST, 3 times the internal RAM, iPadOS 13 support, with much better much multitasking features, Apple Pencil and Apple Smart keyboard cover support and have better audio speakers and better built-in cameras.
A lot has happened with iPad and iOS in 7-9 years and in the past 2 to 3-1/2 years since iOS 9 and 10.

If your iPad4 is damaged and in need of repair, then it will have limited (if any) trade-in value.

iPad4 was launched in 2012; software support was dropped in 2017. As such, any repair is likely to be uneconomic - and the cost would certainly exceed any trade-in value.
If your iPad is damaged, you might be best advised to cut-your-losses and consider replacement with a newer model.
