uploading photos paused - it says to save battery life on iPhone XR, iOS 13.3.1

my photo uploads to iCloud are continually paused from my iPhone !!! the message says " upload paused. saving battery power" !!! I'm connect to wifi, sitting in my living room.. In the bottom of the photo app, there is a blue colored link "RESUME" .

my battery level was 100% at 5 am. it's 9:45 now, and battery is 91% . Low power mode is off !! Optimized Battery Charging is on . battery health is 100%. This seems to be bug, or a poorly designed feature. :-(. I have not
