Apple doesn't create emojis. That is Unicode Consortium.

You can search here for any emoji:

If there isn't one you can submit a proposal here:

Apple could conceivably create a private emoji character, but that would not work across other vendors' devices and displays.

Better would be as part of the Unicode standard.
