After i send a messege my network provider show my remaining balance and how much cost to the messege as a notification messege with "Dismiss" button.Now in my iphone 7(ios 13.3.1) the body of the messege disappeared after 2seconds (nearly) and the "Dismiss" button working properly.How can I fix that issue?

that isn't the problem.I mean the notification message with grey background and have "DISMISS" button on the down side of the display.When we run an ussd code we can get that.
Since that notification doesn't come from an app it can't be managed by iPhone settings.
Contact your carrier (the source of that notification) and explain your problem to them.

I understand that your Message notifications are appearing as banners that are temporary and disappear. I am assuming that this is regarding the Messages app.
Go to Settings➔Notifications➔Messages➔Banner Style and change that to Persistent.
This will keep the notification banner on your screen until you tap on Dismiss.
