Can’t Log Into ICloud

Why can’t I log into my iCloud address in mail? When I try do it it says that I’m already logged in when I’m not

iPhone 7, iOS 13

Have you checked Settings/Passwords & Accounts to see if the iCloud address is there and enabled?
