You'd have to ask if you can buy an unlocked phone from the store in Japan. A couple things to consider. Apple builds and sells phones specifically for certain regions. If you buy a phone in Japan, the camera shutter sound cannot be muted, no matter where you live. And iPhone warranty is NOT international. Should you buy a phone in Japan and need warranty service or replacement, you will be required to take the phone back to Japan for service. It is ALWAYS best advised to buy your phone in the country you live and will use it.
