You can purchase items in the iTunes Store or App Store to clear your balance. If your purchase is higher than the balance amount you have, the payment method you're using will be charged for the excess.

- Download apps and games from the App Store
Apple - Support - Topic Selection -- You can also contact iTunes Support to see if they're able to remove the balance. After selection this link, choose Other Apple ID Topics > The topic is not listed. Type "Apple ID balance" to describe the issue. Then select how you'd like to start the conversation.
