Safari language settings different than system

What "language settings" of Safari are you talking about? The language of Safari's menus and dialogues should always be the same as the language of your system menus and dialogues (unless you are in Catalina and have changed them as described by dominic23).

That's really weird and should not be possible. You might want to report it to apple so they can fix any security hole that may be involved
