Messages not working

Hi my messages work normally for everyone apart from one contact, from which I can receive messages but not send. When I try sending a message, it shows up as sent on my phone but the contact doesn’t receive it at all.

iPhone 8 Plus, iOS 13

If a specific contact cannot receive your messages, let them try the following suggestions below.

Check your plan or credit balance to see that you have enough to send/receive messages
See if you have signal.
Check if you’re on airplane mode. If you are, turn it off.
Delete the contact and add it again.
Check if you blocked them.
Verify that their phone number is correct.
