how do I change the number of rings on my iPhone 10 before it goes to voice mail?

Because it is NOT controlled by the phone, no matter what make or model of phone. It is controlled by the cellular network. Voicemail is a carrier feature. It lives on your carriers servers, not on your phone.

I get this but it's also the case that I don't care about voicemail in particular; it's just the number of rings so I can get to the phone before it either ends or goes to voicemail. But I get what you are saying.

That's controlled by your cellular carrier. Contact your carrier.

this turns out to be correct but is a HUGE hassle. why isn't this a simple step on the phone directly? bizarre!
