I have an existing balance in my account that will more than cover the cost of the movie (within iTunes) I'm trying to purchase as a gift for my friend. How do I make that happen? I'm not trying to pay with my credit card on file when I already have locked-in money sitting in this ecosystem that I would prefer to use first.

Hope you are very well, Regarding your question, unfortunately you cannot use that to purchase gifts for others.

You can't. Apple doesn't allow iTunes Store credit to be spent on gifts.
