Drag and Drop error with Keynote

When I attempt to drag and drop a pdf page from preview (by dragging the thumbnail) into keynote I receive an error message stating that the dropped file does not exist, while the console message is : [TMADragAndDropController p_handleFilePromisesForDropIfPossibleWithDragInfo:]_block_invoke /Library/Caches/com.apple.xbs/Sources/iWorkDependenciesMacOS/iWorkDependenciesMacOS-6529/shared/application/common/TMADragAndDropController.m:285 Given a file URL that could not be reached! (The sender probably didn't write the file.)

Select the specific PDF thumbnail in Preview, and copy to the clipboard. In Keynote v9.2.1, simply paste the PDF thumbnail from the clipboard.

The drag and drop of a PDF thumbnail from Preview into Pages v8.2.1, or Keynote v9.2.1 does not work for me on either a Late 2013 iMac, or Early 2014 MacBook Air, both running Mojave 10.14.6 (18G3020). Others have reported this issue in the communities involving newer hardware too.

There is no fix for this lack of consistent drag and drop capability, and it is either copy/paste, or drag the thumbnail to the Desktop, and then again into Pages or Keynote. Either of those approaches consistently work.
