I have 2 iPhones, personal and work, and 2 different apple IDs. I don’t want to combine the two, however I would like my iTunes on both phones. Is that possible?

You can use the same ID in Settings/iTunes & App Store or you can try setting up Family Sharing between the IDs if you want to be able to share purchases made with the IDs.
