Safari web pages jump to a text page overlay

Using Safari on my iPad Pro (3rd generation) and when I go to (eg) BoardGameGeek or Wikipedia and several other sites the page loads and then jumps straight to a text only page - usually of a description section. It means I am having to use a different browser on my iPad Pro.

Is there a setting I need to change?

iPad Pro, iOS 13
