Any ideas on how to restore the Find My app on an iPad that doesn't involve a factory restore? (even though it's "my" iPad using my Apple account, the management software that work has on it won't allow me to do that.) Siri can't launch it and a reset did nothing.

Ask your IT management folks, as they’re seemingly the folks in control of this.
If you removed it, you can add it back using the App Store.
Thanks - not sure how it got deleted. I have control over which apps to add or remove, but IT can do so as well. Unfortunately, we’re shut down for at least 3 weeks (COVID 19) so they’re not available. It’s part of the OS, so it’s not on the App Store. Was just hoping someone might have an outside the box idea. It’s not critical (can still use it on my Mac, I’m just on the iPad more often).
Yeah, that’s my thought on the matter. I’ll have to figure out what’s stopping the backup (gives error) and work around it. There is a chance that IT has hidden it through their management software (I can still see its settings in iCloud) but they’re shut down for the next three weeks.

Hmm. Thanks, again. I read the links, I went to the App Store (which was also one of the first places I looked - this isn’t my first rodeo) - every iOS app is there EXCEPT Find My. I checked again, to be sure. Maybe it’s on the U.S. App Store, but it is not on the Canada App Store. Thanks, anyways.
Ah, newer version. Looks like Find My can’t be deleted.

If Find My is gone, then this device is somehow corrupt.
And it’s not presenting the delete option in iPadOS 13.
Probably headed for a backup-wipe-restore, then.
