I have recently went to purchase coins in the game Pokémon go and has come up to ask permission, after being given permission it failed to go throw. Now when I go to try again the apps progress bar continues to show and does not end up giving me the option to purchase.

Businesses and schools often use profiles, which can turn on Restrictions. To find out if your device has a profile, go to Settings > General > Profiles. Contact your administrator or the person who set up the profile for more information.
I do not have a profile, I have also looked up YouTube videos on this issue and people were unable to solve it. The only option that I saw was to sign out of someone else’s phone and log in and purchase stuff.
