How do I set up file sharing using MacOS server?????

WTF? I went ahead and bought MacOS Server, despite the terrible reviews on the App Store, and all I want to do is set up SHARED FOLDERS on my local network. I figured that would be easy enough even for the most barebones server software. THAT'S WHAT A SERVER DOES!

I can't figure it out! The instructions I've found with hours of searching don't tell me this little tidbit. It would be nice to have a few buttons like: start file sharing; create Sharepoint; stuff like that.

Can anybody tell me if this is even possible, or is this "Server" just some kind of April Fool's prank?
