What happens when you try to add a card?

And these additional potential issues. There are a number of reasons the verification might be declined:

1. Insufficient balance or account in arrears
2. Account suspended for suspected fraud (not necessarily by you)
3. Error in card number
4. Wrong expiration date
5. Wrong security (CVV) code
6. Address in your iTunes account does not match exactly the billing address for the card
7. The card was not issued in the country of the iTunes store

Because you have subscriptions. You can add a new card first, make it the primary card, then delete the old card. See—>Change, add, or remove Apple ID payment methods - Apple Support

Then look at all of the rules for iTunes & App Store accounts that I posted. The Wallet only requires that the card issuer accept it. The iTunes & App Store have additional requirements, such as the addresses matching and the card billing address being in the same country as the iTunes store.

Aside from all of the suggestions that you have been given, it might help to try making your changes here rather than in the settings on the device.
